Position Purpose: The OFCCP and Employment Compliance Manager is responsible for developing, implementing, administering, monitoring, evaluating, and maintaining Petco's programs and initiatives related to affirmative action and government contract compliance. The OFCCP and Employment Compliance Manager will act as the subject matter expert regarding government contract compliance and will keep internal stakeholders informed of the latest developments in relevant policies and laws. The incumbent will manage the internal enterprise roadmap for government contract compliance purposes and collaborate with various internal departments (Compensation, Talent Acquisition, HRIS, etc.) and external contacts to ensure Petco is in compliance with laws and regulations related to affirmative action and government contracting. The OFCCP and Employment Compliance Manager will also work closely with the Director & Associate General Counsel, Employment on various employment compliance-related projects and initiatives. The incumbent will have strong project management skills and will use his/her skills to work across the Petco enterprise and with external contacts in the development and execution of the government contracting compliance program. The OFCCP and Employment Compliance Manager must work effectively, efficiently, and cross-functionally, and be influential with internal and external contacts. Essential Duties and Responsibilities: The incumbent must be able to perform all of the following duties and responsibilities with or without a reasonable accommodation: Record Keeping - Ensures proper record keeping processes and measures are in place, to include tracking required candidate information, documenting hiring decisions, and ensuring pre-employment tests are compliant and non-discriminatory. Affirmative Action Plan(s) - Partner with key stakeholders to drive Affirmative Action plan(s) into actionable and trackable deliverables. Reporting & Analyses - Prepare reports, conduct and interpret analysis, identify areas of underutilization, and make relevant recommendations. OFCCP Audits - Serve as liaison and coordinate responses to OFCCP audits and inquiries. Education & Training - Target education and training needs related to government contracting compliance program, and develop training programs. Supervisory Responsibility: This position provides functional leadership and guidance, although it has no direct supervisory responsibility. Must be able to influence without direct authority at all levels within and outside the organization. Work Environment: The majority of job duties are performed while seated indoors with little or no exposure to hazards. A small portion of time may be spent traveling via airplane and/or automobile. QualificationsEducation and Experience: Bachelor's degree or advanced degree preferred. Progressively responsible work experience including 6+ years of program management/implementation. Experience delivering projects for large, cross-functional audiences. Expert and professional knowledge of federal and state regulations related to government contract compliance and employment compliance. Experience developing educational resources and services. Adept at working with management/key partners to influence/facilitate change, implement strategy, and accomplish objectives. Experience using data-driven decision making. Ability to influence without authority, think proactively, and function independently. Strong analytic skills and the ability to think strategically and programmatically. Ability to execute within short timeframes, make practical recommendations and inform strategic decisions in a fast-moving environment. Strong oral and written communication skills with the ability to communicate complex information in an approachable manner.
